Submission of Applications

The CEEA provides a range of application forms and document templates depending on the procedure you wish to complete. Before downloading any documentation, we recommend reviewing the description of each document to ensure you select the one appropriate for your application. Submitting the correct documentation will facilitate its proper evaluation and processing.

1. Submission of a New Project

To request the evaluation of a new project, the following documentation must be submitted to the CEEA (ceea@iislafe.es), duly completed:

New Project Application Form.
Non-Technical Summary (NTS).
Supporting documentation demonstrating the qualifications of all collaborators participating in the project.

The New Project Application Form is designed to describe a single procedure only. Therefore, an Annex C must be completed for each additional procedure included in the project.

2. Submission of an Amendment to a Previously Evaluated Project

To request an amendment to a project previously evaluated by the CEEA, applicants must submit the Project Amendment Application Form.

Where the proposed amendment affects the information included in the Non-Technical Summary (NTS), an updated version of this document reflecting the proposed changes must also be submitted.

If the amendment includes the incorporation of new procedures, the corresponding Annex C must also be completed. Both the Non-Technical Summary template and Annex C are available for download in the Submission of a New Project section.

3. Administrative Authorisation by the Competent Authority

Once favourable opinions have been obtained from both the CEEA and the Authorised Body (OH), the administrative authorisation procedure must be initiated with the competent authority responsible for animal experimentation.

To do so, applicants must submit the following documentation to the Scientific Area (area_cientifica@iislafe.es):

New Project Application Form or Project Amendment Application Form, as applicable.
Non-Technical Summary (NTS). For project amendments, an updated version is only required when the proposed changes affect the information contained in this document.
Annex C, where applicable.
Supporting documentation demonstrating the qualifications of project collaborators.
Favourable opinion issued by the CEEA.
Favourable opinion issued by the Authorised Body (OH).
Declaration by the person responsible for the animal experimentation project.

Application for authorisation of procedures carried out by establishments using animals for scientific purposes, including education.

The signatures required from the Administrative Head of the User Establishment and the Person Responsible for the User Establishment will be managed directly by the Scientific Area. Therefore, researchers are not required to obtain these signatures.

4. Retrospective Assessment of a Project

In accordance with Article 35 of Royal Decree 53/2013, certain animal experimentation projects must undergo a retrospective assessment by the Authorised Body (OH) once the project has been completed or within the period established in its authorisation.

This assessment is mandatory for all projects involving severe procedures. For projects classified as moderate, the need for a retrospective assessment will be determined during the project evaluation process. Type I projects and certain Type II projects may be exempt from this requirement.

The purpose of the retrospective assessment is to determine whether the project's objectives have been achieved, evaluate the actual harm caused to the animals-including the number and species used and the severity of the procedures performed-and identify opportunities to improve the implementation of the principles of Replacement, Reduction and Refinement (3Rs) in future studies.
